Adani & IRB bag Ganga Expressway project

Adani Enterprises and IRB Infrastructure Developers on Wednesday emerged as the preferred bidders for developing the 594 km Ganga Expressway connecting Meerut and Prayagraj on the public-private partnership (PPP) mode under Design, Built, Finance, Operate and Transfer (DBFOT) basis.

This six lane access-controlled expressway by Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) will have a 120m ROW (right of way) and is designed to be expandable to 8 lanes in the future. More design details can be viewed here.

Ganga Expressway’s Phase 1 has been divided up into 4 groups for development with each group comprising of 3 civil packages. The concession period is 30 years and land acquisition progress currently stands at 94% completion.

  • Group 1: IRB Infrastructure Developers (Meerut – Amroha districts, 129.700 km)
  • Group 2: Adani Enterprises (Budaun – Hardoi districts, 151.700 km)
  • Group 3: Adani Enterprises (Hardoi – Unnao districts, 155.700 km)
  • Group 4: Adani Enterprises (Unnao – Prayagraj districts, 156.947 km)

UPEIDA invited RFQ applications in March 2021 with a 3 year deadline. The rudimentary route maps displayed below are straight from the tender document and give a rough idea about the expressway’s alignment.

Technical bids were opened by UPEIDA last week reveal they received a total of 12 bids – one for each group – from Adani, Ashoka Buildcon and IRB.

Ganga Expressway’s alignment – via UPEIDA

On the Meerut-end, the expressway will be connected to the Delhi – Meerut Expressway’s upcoming Phase 5. That phase envisions the construction of a 14.60 km Zainuddinpur to Jahidpur connector and APS Hydro emerged as its lowest bidder in November. On the eastern-end, the expressway will end at Prayagraj Bypass.
