Pakistan should establish an Inland Waterway Authority (IWA) at the federal level to standardise inland waterways transportation (IWT) through legislation, according to the World Bank.
“The government may choose one of the following legislative pathways for establishing the IWA: I through resolution(s) on behalf of one or more provincial assemblies authorising the parliament to legislate for the establishment of the IWA at the federal level, or (ii) through direct legislation by the parliament (using the ‘Commerce Clause’) for the establishment of the IWA at the federal level.” The World Bank proposed in its study “inland waterways transport in Pakistan: an implementable vision for revival and development” that “a summary might be begun through appropriate Ministry by requesting concurrence of the Ministry of Inter-Provincial Coordination.”
