JNPT Achieves Significant Improvement in Import Dwell Time

Shri Sanjay Sethi, IAS, Chairman, Jawaharlal Nehru Port Trust (JNPT), India’s premier container port today highlighted the various initiatives taken by the port under ‘Ease of Doing Business’.

Speaking at the session, Shri Sanjay Sethi, IAS, Chairman, JNPT while highlighting the various initiatives under EODB for the trade said “JNPT has achieved significant improvement in overall Dwell Time, especially the import dwell time which has reduced from 55.55 hours in 2018-19 to 37.33 hours in 2019-20, till Jan. Further to this, the road dwell time has seen a reduction of 33% and in rail by 45%. These results have been achieved due to the consistent efforts by the port through three pronged approach: improvement of infrastructure; simplification of processes and digitization of activities.”

JNPT has been credited for India improving its ranking in the World Bank’s Ease of Doing Business Index, under the ‘Trading across borders’ segment to 68th position from 146 in a span of two years.

JNPT introduced Direct Port Delivery (DPD) and Direct Port Entry (DPE) facilities with the objective to expedite the delivery of import / export containers and reduce the cost of transaction. DPE created exclusively for exporters to bring in the export containers directly to port instead of routing it through CFS.

The Port has also introduced Inter Terminal movement of Tractor Trailers (ITT) which saves significant amount of time and cost for the EXIM community. This initiative has reduced the load off from the road, further it has led to saving of logistic cost to trade during the 3 year period from commencement besides removing congestion. ITRHO (Inter Terminal Rail Handling Operation) introduced in August 2019 has further streamlined the movement of rail containers between the terminals.

Under the digital initiatives, JNPT has replaced manual form 13/Form 11 with E-Forms, by which entry of containers in the terminals are simplified. JNPT also introduced Radio Frequency identification (RFID) based Gate Automation System has ensured that the gate transaction time is reduced from 10 minutes to 1 minute also providing high security profile. JNPT also introduced Container tracking (first time in India), E-Delivery orders, Mobile App, Up-gradation of Navis system with Navis N4 Terminal Operating System. An upgraded version of PCS was launched to enable all stakeholders to exchange data / transactions on the PCS 1x platform in a real time basis. It has reduced the time and overall cost for documentary and border compliance for imports and exports by eliminating unnecessary duplication of activities on different portals.

Under the Improvement of Infrastructure initiatives, JNPT has created parking yards with custom processing zone for undocumented export containers for all terminals of JNPT. The parking yard operation ensures that only containers that have received approval from customs and are fully documented proceed to the terminal gate. This has helped in bringing discipline at the port roads and contributed significantly in easing traffic at the JNPT approach road.

In addition to the existing parking areas, the Port is developing a Centralized Parking Plaza with an objective to provide parking facility for trucks carrying export containers and enable completing pre-gate entry formalities and documentation for export under one window system. The parking area is being developed in an area of 45 Ha for parking of 1,538 trailers and will have all the facilities like Custom documentation system, banking, cafeteria and many other facilities to give comfort to the drivers. This system will reduce congestion of parked container trucks on JNPT roads and help the respective terminals to plan their TT movements in a better way. Also in order to bring all regulators near port area, the port has allotted office spaces to FSSAI, Animal Quarantine, Plant quarantine, Textile Commission and Drug Controller.

JNPT has also roped in Zinka Logistics Solutions Pvt. Ltd (BlackBuck) to operate the Transport Solutions with the e-market platform which helps in eliminating inefficiencies by reducing empty trailer movements between port and CFSs, reduce empty container movements in hinterland and also help in reducing the truck idling time for the Fleet Owners and ensure trucks availability to trade.

With measures such as these, JNPT is foraying ahead to become ‘Gateway Port’ of South Asia and navigating its energies in achieving the governments dream to transform JNPT into one amongst the best port globally.
