Mormugao Port invites tenders for 2.25MW solar project

Goa Energy Development Agency (GEDA) has invited bids to develop a 2.25 MW ground-mounted solar power project with virtual net metering on a turnkey basis at Mormugao Port under the capital expenditure model.

The last date to submit the bids is December 26, 2023. Bids will be opened on December 29.

The scope of work includes design, engineering, procurement, construction, grid connection, and commissioning of the project. The selected developer will also be responsible for the comprehensive operation and maintenance of the project for ten years.

The project will be developed on a seven-acre plot allotted by the Mormugao Port Authority inside the port.

The power generated from the project will be used by the port for captive consumption.

The selected developer must commission the project within 150 days from the letter of award date.

It will also be responsible for the design, supply, erection, testing, and commissioning of 11 kV underground Cabling (approx. 2.5 km) and associated switchgear equipment, transformer, and metering equipment for connecting into 33/11 KV at the Bogda substation, including the right of way, as per technical specification and state regulations.

Bidders must submit a tender fee of ₹15,000 (~$179.97) and an earnest money deposit of ₹1.658 million (~$19,893) excluding GST. The selected developer must submit a performance security amounting to 10% of the contract value within 21 days from the date of issue of the letter of acceptance.

Micro and Small Enterprises (MSE) registered with the District Industries Centre or, Khadi and Village Industries Commission or, Khadi & Industries Board or, Coir Board or, National Small Industries Corporation or, Directorate of Handicrafts and Handlooms or Udyam registration certificate or any other body specified by Ministry of MSME shall be exempted of tender fee and earnest money deposit.

Bidders should have experience executing at least three similar works, each costing not less than ₹66.32 million (~$795,727) or two similar works, each costing not less than ₹82.9 million (~$994,658), or one similar work costing not less than ₹132.64 million (~$1.59 million) excluding GST.

Similar works must include either the design, supply, installation, testing, and commissioning of at least 1.2 MWdc or above ground-mount solar power projects in India or the design, supply, installation, testing, commissioning of at least 1.2 MWdc or above ground-mount solar power projects in India and subsequent maintenance contract for the same.

Bidders must have an average annual turnover of at least ₹49.74 million (~$596,781) for the last three financial years. For MSEs and startups, the average annual financial turnover must be at least ₹24.87 million (~$298,390).

In May last year, the Mormugao Port Authority issued a tender seeking project management consultancy services to purchase 1.4 MW of solar power through open access.

In a recent budget announcement, the state chief minister proposed developing 300 MW solar projects. The budget also proposed to install 25-30 MW of solar power projects on all government buildings, stadiums, sports complexes, market complexes, and educational institutions.
