Rail Land Development Authority to lease nine multifunctional complexes

Rail Land Development Authority invites RFP for development and leasing of nine multifunctional complexes. The Rail Land Development Authority (RLDA) has invited request for proposals (RFP) for the development and leasing of nine multifunctional complexes in West Bengal, Rajasthan, Haryana, and Punjab for 45 years.

The nine plots are spread over 372 square metres to 2,350 square metres and are located in various districts. The multifunctional complexes (MFCs) are located near the respective station complexes and are part of the railway stations’ circulating area.

MFCs at railway stations offer a variety of amenities such as shopping, food stalls/restaurants, book stalls, ATMs, medicine and variety stores, budget hotels, parking spaces, and other similar amenities to rail users.

Local authority approval is not required to develop MFCs.

“These multifunctional complexes will garner a large number of visitors as they will offer enhanced passenger amenities under one roof, within walking distance of railway platforms. The complex may include budget hotel, lodging and boarding facilities, restaurants, and shops”, Ved Parkash Dudeja, Vice Chairman of the Rail Land Development Authority, said.

RLDA has already leased out 58 MFCs for a lease period of 45 years to various developers PAN India, with 16 MFCs having been commissioned and the rest are in various phases of construction.

RLDA is a statutory authority within the Ministry of Railways responsible for railway land development. As part of its development strategy has four key mandates: commercial leasing sites, colony redevelopment, station redevelopment, and multi-functional complexes. During the current financial year, RLDA has leased out 15 sites which are situated at Bangalore & Raichur (Karnataka), Liluah & Salt Golah (Howrah), Nizamabad (Telangana), Waltax Road & Egmore (Chennai), Bhopal (MP), Ludhiana (Punjab), Abu Road (Rajasthan), Bhusawal & Solapur (Maharashtra), Bareilly, Varanasi and Gorakhpur in UP for a cumulative lease premium of Rs. 1633 Crore plus Railway assets valuing approx. Rs. 226 Crore shall be developed in Bangalore, Bhopal, Egmore (Chennai), Bareilly and Ludhiana Railway Colonies.
